Please do not exempt radiation from human made nuclear waste from regulatory control. Delete all parts referring to any exemptions. (Section 2.4 Exclusions and Exemptions). There is no safe dose of radiation. All sources must be strictly monitored, contained and controlled. Please adopt and apply the Precautionary Principle in the overall framework of the Commission.
